Long before Illinois deregulated its electric and gas markets, IRMA provided its members with important legislative and regulatory proposals and changes. IRMA also directed retailers to the right people and resources to help with public utilities matters. 

While this support continued through Illinois deregulating its markets, additional services and programs were developed including IRMA and its members, together, advancing an energy procurement program that continues to evolve and expand today. 

IRMA member-companies, including those that employ the country’s most respected and knowledgeable national energy managers, move forward having two decades operating in Illinois’ deregulated market. They continue to influence and drive product development, pricing and contract transparency, and buying strategies.

IRMA credits its members for the success deregulation has experienced in Illinois and across the country sharing their expertise, experience and recommendations for the benefit of the entire membership and, ultimately, all customers operating in deregulated markets. Financial Benefits

  • Earn an average of $55,000 annually in Ameren Illinois utility territories.

  • Zero capital costs: The developer covers all expenses.
  • Minimal footprint: Requires 10,000 square feet of contiguous space in Ameren-Illinois utility territories and 10,000 square feet in the ComEd territory.

How it Works
As a host, your role is strictly that of a landlord. The battery connects directly to the grid, operates independently of your electric account, and will not interfere with your existing supply agreements or efficiency projects.

Eligibility Requirements
You must meet these qualifications to participate:

  • Ownership of the property is required.
  • Willingness to enter into a 20-year lease agreement.
  • Available contiguous space required: 10,000+ square feet in Ameren-Illinois utility territories and 10,000+ square feet in the ComEd utility territory.
  • Property must be zoned Commercial, Industrial, or Agricultural; it does not need to be a location of a retail business, including can be any undeveloped or partially developed land that you/your business owns.
  • Company must maintain at all times adequate insurance (including, but not limited to, environmental liability) provided, that, at no time, shall Company maintain less than $1,000,000 of general liability coverage per incident, $2,000,000 of general liability coverage in the aggregate, and $5,000,000 of umbrella insurance, and all such coverage shall name Owner as an additional insured.
    • Must be served by ComEd or Ameren (Municipalities/Co-ops are ineligible).

Association members know IRMA’s reputation is second to none when it comes to advocacy including keeping a close eye on energy-related regulatory and legislative issues. IRMA communicates important proposed or enacted changes that can have significant impact on a member’s bottom line.

For example, retailers know all too well the tremendous impact laws and regulatory rulings can have on the cost of supply, transmission and distribution charges. Knowing of important changes, IRMA members are better prepared when making short- and long-term energy-related decisions.

Utility Assistance and Contact Information

Energy-related updates, programs and services –including Utility Assistance Services– are available to Members of the Illinois Retail Merchants Association (IRMA) regardless of their procurement decisions.

Since its inception, IRMA has gone the extra mile assisting Members with all issues affecting their electric and gas services, helping to navigate and direct Members to the right people, the right resources, and the right information in a timely fashion. ComEd to Provide $2.5 Million in Bill Relief to Help Eligible Small/Medium Business Customers

June 11, 2026
ComEd, together with its community partners, announced $2.5 million in new bill assistance that will soon be available to help eligible small/medium business customers cope with higher PJM-related supply costs (such as Capacity and Transmission charges) during the summer. The Customer Relief Fund will offer a one-time, matching grant of up to $500 to eligible small- and medium-sized business customers located within ComEd’s northern Illinois service territory.
