SUMMARY of the DAILY REPORT

  • Cook County implements mitigation procedures
  • Governor Pritzker Launches Mask Awareness Campaign
  • 34 Counties have been listed in the Disaster Proclamation
  • All regions positivity rates are increasing
  • 6 of the 11 regions are in the danger zone
  • Today’s State numbers: 1,471 new confirmed cases with 19 deaths
    • Monday: 1,298 new confirmed cases with 10 deaths
    • Sunday: 1,467 new confirmed cases with 14 deaths
    • Saturday: 1,693 new confirmed cases with 8 deaths
    • Friday: 1,941 new confirmed cases with 21 deaths
    • Thursday: 1,772 new confirmed cases and 18 deaths
    • Wednesday: 1,393 new confirmed cases and 18 deaths
    • Tuesday: 1,076 new confirmed cases and 30 deaths

IF a region meets the metrics as outlined below, the regions could be put into mitigation. The mitigation measures are outlined below.

COOK COUNTY IMPLEMENTS MITIGATION MEASURES

In order to combat the rise in the COVID cases, the Cook County Department of Public Health (CCDPH) has introduced mitigation measures. According to CCDPH the suggested measures are not requirements and will have no enforcement mechanism. For the moment, the measures are merely suggestions to voluntarily comply.

If they continue to see the rise in COVID cases, CCDPH will implement enforcement procedures at a later date after providing public notice.

The Cook County Guidance may be found HERE. The guidance will be announced later this evening or tomorrow. 

The guidance is very similar to Chicago’s current requirements and includes the following measures:

  • Bars, taverns, breweries and other establishments that serve alcohol for on-site consumption without a retail food license are being asked to serve customers outdoors only
  • Restaurants that serve alcohol need to continue to abide by ongoing COVID-19 guidance and existing regulations
  • Maximum party size and table occupancy at restaurants, bars, taverns, and breweries should be reduced to 6 people (indoor or outdoor)
  • Indoor fitness class size should be reduced to a maximum of 10 people
  • Personal service businesses should no longer permit services (shaves, facials) that require the removal of face coverings
  • Residential property managers will be asked to limit guest entry to 6 people per unit to avoid indoor gatherings and parties

In addition, businesses and workplaces should:

  • Institute remote work for high risk individuals and continue to support telework for as many workers as possible
  • Retail establishments should maintain no more than 50% capacity, which is the current recommendation.

Again, for the moment, the aforementioned measures are suggestions and are not requirements. This will change if Cook County continues to see increases in COVID cases.

PRITZKER LAUNCHES MASK AWARENESS CAMPAIGN

Governor JB Pritzker launched a new $5 million awareness campaign today to encourage Illinois residents to wear a face covering every time they’re in public – because it only works if you wear it. Following the data-driven approach that has guided Illinois’ coronavirus response, the campaign uses local information to advertise on broadcast and cable television, radio, billboards and social media to the communities with the greatest risk from COVID-19.

The $5 million campaign will reach residents statewide in both English and Spanish through a variety of traditional and online media channels, including broadcast, cable and connected TV; streaming audio and radio; billboards; digital display and video; and social media. Like other coronavirus-related expenses, costs are reimbursable by the federal government.

STATE COVID-19 IMPACT UPDATE

In the last 24 hours there has been 1,471 new confirmed cases and 19 deaths. 

IDPH is reporting a total of 184,712 cases, to date, including 7,545 deaths. 

The state has conducted 2,849,395 tests to-date.

CHICAGO COVID-19 IMPACT UPDATE

In order for Chicago to move to the Moderate Incidence risk level which will allow the city to open up capacity to 50% and allow gatherings of up to 100 people, it has to get below 100 new cases per day and stay there for 14 days.

The per day averages citywide as of August 3rd are 273 confirmed cases, 4,444 tests completed, and 3 deaths (based on a 7 day rolling average).

To date, there has been 61,889 confirmed cases in the City of Chicago with 2,789 confirmed deaths and a 6.1% positivity rate.

NEW METRICS

As you are aware from IRMA’s last notice, the Administration will now use the following metrics to determine whether or not a region is moving forward or backward. 

  1. Sustained increase in 7-day rolling average (7 out of 10-days) in the positivity rate and ONE of the following severity indicators:
    • Sustained 7-day increase in hospital admissions for a COVID-19 like illness;
    • Reduction in hospital capacity threatening surge capabilities (ICU capacity or medical/surgical beds < 20%)

2. Three consecutive days averaging ≥ 8% positivity rate

Once a region meets the resurgence criteria, the following tiered menu of mitigation options will be considered. If sustained increases in health metrics continue unabated, further mitigations could be added from additional tiers.
