STATE ANNOUNCES MITIGATION FOR REGION 2
As expected, the state has announced mitigation procedures for Region 2 (North Central). The mitigation procedures are outlined below and will begin WEDNESDAY, November 4th.
Region 2 includes the following counties: Bureau, Fulton, Grundy, Henderson, Henry, Kendall, Knox, La Salle, Livingston, Marshall, McDonough, McLean, Mercer, Peoria, Putnam, Rock Island, Stark, Tazewell, Warren, and Woodford.
LOCAL ENFORCEMENT
IRMA has received some questions about local enforcement. Many local municipalities have publicly stated that they do not intend to enforce the mitigations on local businesses. IRMA members should be aware that the mitigations put in place are a function of the state and the Governor’s office. So while local municipalities may refuse to enforce the mitigation procedures, the state mitigations may be enforced by the state police and businesses are still subject to state penalties up to and including revoking food and liquor licenses.
Each business will need to take this into consideration if/and when the business chooses to operate in violation of the state mitigations.

Region 1: Sunday, October 25th (additional mitigations)
Region 4: Wednesday, October 28th
- Bond, Clinton, Madison, Monroe, Randolph, St. Clair, Washington
Region 10: Wednesday, October 28th
Region 11: Friday, October 30th

Region 2: Wednesday, November 4th

Regions 1, 2, 3 4, 5, 6, 7, 8, 9, 10 AND 11 are either under mitigation or are scheduled to be under mitigation.
Bars
- No indoor service;
- All outside bar service closes at 11:00 p.m.;
- All bar patrons should be seated at tables outside;
- No ordering, seating, or congregating at bar (bar stools should be removed);
- Tables should be 6 feet apart;
- No standing or congregating indoors or outdoors while waiting for a table or exiting;
- No dancing or standing indoors;
- Reservations required for each party; and
- No seating of multiple parties at one table.
Restaurants
- No indoor dining or bar service;
- All outdoor dining closes at 11:00 p.m.;
- Outside dining tables should be 6 feet apart;
- No standing or congregating indoors or outdoors while waiting for a table or exiting;
- Reservations required for each party; and
- No seating of multiple parties at one table.
Meetings, Social Events, Gatherings
- Limit to lesser of 25 guests or 25 percent of overall room capacity;
- No party buses; and
- Gaming and Casinos close at 11:00 p.m., are limited to 25 percent capacity, and follow mitigations for bars and restaurants, if applicable.
REGION 1 ADDITIONAL MITIGATION
The mitigation procedures put in place October 1st are still applicable with the following changes that will began Sunday, October 25th:
Bars and Restaurants
- Reduce party size from 10 to six individuals
Meetings, Social Events and Gatherings
- Maximum indoor/outdoor gathering size of 10 individuals
- Applicable to professional, religious, cultural and social group gatherings
- Not applicable to students participating in-person classroom learning
- This does not reduce the overall facility capacity dictated by general business guidance, such as office, retail, etc.
- Not applicable to sports, see sports guidance
Indoor recreation
- Maintain lesser of 25 people/25 percent of capacity
- No groups more than 10 individuals
Does not apply to fitness

In the last 24 hours there has been 6,980 new confirmed cases and 35 deaths.
IDPH is reporting a total of 417,280 cases, to date, including 9,792 deaths.
