SUMMARY OF REPORT

1. Region 6 (East Central) mitigation will begin MONDAY

2. Region 3 (West Central) mitigation will begin SUNDAY

3. Region 9 (Lake and McHenry County) mitigation will begin SATURDAY

4. Chicago STATE mitigation begins TODAY

5. 10 of the 11 regions are currently under mitigation

6. Region 2 (North Central) is approaching mitigation

STATE ANNOUNCES MITIGATION FOR REGION 6

As expected, the state has announced mitigation procedures for Region 6. The mitigation procedures are outlined below and will begin Monday, November 2nd.

Region 6 includes the following counties: Champaign, Clark, Clay, Coles, Crawford, Cumberland, De Witt, Douglas, Edgar, Effingham, Fayette, Ford, Iroquois, Jasper, Lawrence, Macon, Moultrie, Piatt, Richland, Shelby, and Vermillion.

REGION 2 (NORTH CENTRAL) APPROACHING MITIGATION

Region 2 is the last remaining region without mitigation. Its’ positivity rate has exceeded 8.0% for one day. If the positivity rate stays at 8.0% for two more consecutive days it will be subject to mitigation.

IRMA expects the state to announce mitigation procedures for Region 2 early next week.

Region 2 includes the following counties: Bureau, Fulton, Grundy, Henderson, Henry, Kendall, Knox, La Salle, Livingston, Marshall, McDonough, McLean, Mercer, Peoria, Putnam, Rock Island, Stark, Tazewell, Warren, and Woodford.

Region 1: Thursday, October 1st

• Alexander, Edwards, Franklin, Gallatin, Hamilton, Hardin, Jackson, Jefferson, Johnson, Marion, Massac, Perry, Pope, Pulaski, Saline, Union, Wabash, Wayne, White, Williamson

Region 7: Friday, October 23rd

• Kankakee and Will

Region 8: Friday, October 23rd

• DuPage and Kane

Region 1: Sunday, October 25th (additional mitigations)

Region 4: Wednesday, October 28th

• Bond, Clinton, Madison, Monroe, Randolph, St. Clair, Washington

Region 10: Wednesday, October 28th

REGIONS 1, 3, 4, 5, 6, 7, 8, 9, 10, AND 11 MITIGATION

Regions 1, 3 4, 5, 6, 7, 8, 9, 10 AND 11 are either under mitigation or are scheduled to be under mitigation.

Bars

• No indoor service;
• All outside bar service closes at 11:00 p.m.;
• All bar patrons should be seated at tables outside;
• No ordering, seating, or congregating at bar (bar stools should be removed);
• Tables should be 6 feet apart;
• No standing or congregating indoors or outdoors while waiting for a table or exiting;
• No dancing or standing indoors;
• Reservations required for each party; and
• No seating of multiple parties at one table.

Restaurants

• No indoor dining or bar service;
• All outdoor dining closes at 11:00 p.m.;
• Outside dining tables should be 6 feet apart;
• No standing or congregating indoors or outdoors while waiting for a table or exiting;
• Reservations required for each party; and
• No seating of multiple parties at one table.

Meetings, Social Events, Gatherings

• Limit to lesser of 25 guests or 25 percent of overall room capacity;
• No party buses; and
• Gaming and Casinos close at 11:00 p.m., are limited to 25 percent capacity, and follow mitigations for bars and restaurants, if applicable.

REGION 1 ADDITIONAL MITIGATION

The mitigation procedures put in place October 1st are still applicable with the following changes that will began Sunday, October 25th:

Bars and Restaurants

• Reduce party size from 10 to six individuals

Meetings, Social Events and Gatherings

• Maximum indoor/outdoor gathering size of 10 individuals

1. Applicable to professional, religious, cultural and social group gatherings
2. Not applicable to students participating in-person classroom learning
3. This does not reduce the overall facility capacity dictated by general business guidance, such as office, retail, etc.
4. Not applicable to sports, see sports guidance

Indoor recreation

• Maintain lesser of 25 people/25 percent of capacity
• No groups more than 10 individuals

Does not apply to fitness

MITIGATION THRESHOLD METRICS

As you are aware from IRMA’s last notice, the Administration will now use the following metrics to determine whether or not a region is moving forward or backward.

1. Sustained increase in 7-day rolling average (7 out of 10-days) in the positivity rate and ONE of the following severity indicators:

·    Sustained 7-day increase in hospital admissions for a COVID-19 like illness;

·    Reduction in hospital capacity threatening surge capabilities (ICU capacity or medical/surgical beds < 20%)

2. Three consecutive days averaging ≥ 8% positivity rate
