SUMMARY OF REPORT

 

1. Chicago closes bars.

2. Region 1 receives stricter mitigations which will begin SUNDAY.

3. Region 5 started mitigation TODAY.

4. Regions 7 and 8 will start mitigation TOMORROW.

5. ALL Regions are approaching mitigation.

6. COVID Numbers

·    Thursday: 4,942 new cases with 44 additional deaths

·    Wednesday: 4,342 new cases with 69 additional deaths

·    Tuesday: 3,714 new cases with 41 additional deaths

·    Monday: 3,113 new cases with 22 additional deaths

·    Sunday: 4,245 new cases with 22 additional deaths

·    Saturday: 3,629 new cases with 27 additional deaths

REGION 1 RECEIVES ADDITIONAL MITIGATIONS

The mitigation put in place October 1st are still applicable with the following changes:

1. Social gatherings are now limited to 10 people (instead of 25)

2. Restaurant and bar outdoor table capacity are now limited to 6 (instead of 10)

REGIONS 1, 5, 7 AND 8 TIER 1 MITIGATION

Regions 1, 5, 7, and 8 are either under mitigation or are scheduled to be under mitigation.

Bars

·    No indoor service;

·    All outside bar service closes at 11:00 p.m.;

·    All bar patrons should be seated at tables outside;

·    No ordering, seating, or congregating at bar (bar stools should be removed);

·    Tables should be 6 feet apart;

·    No standing or congregating indoors or outdoors while waiting for a table or exiting;

·    No dancing or standing indoors;

·    Reservations required for each party; and

·    No seating of multiple parties at one table.

Restaurants

·    No indoor dining or bar service;

·    All outdoor dining closes at 11:00 p.m.;

·    Outside dining tables should be 6 feet apart;

·    No standing or congregating indoors or outdoors while waiting for a table or exiting;

·    Reservations required for each party; and

·    No seating of multiple parties at one table.

Meetings, Social Events, Gatherings

·    Limit to lesser of 25 guests or 25 percent of overall room capacity;

·    No party buses; and

·    Gaming and Casinos close at 11:00 p.m., are limited to 25 percent capacity, and follow mitigations for bars and restaurants, if applicable.

STATE COVID-19 IMPACT UPDATE

In the last 24 hours there has been 4,942 new confirmed cases and 44 deaths.

IDPH is reporting a total of 360,159 cases, to date, including 9,387 deaths.

The state has conducted 7,031,082 tests to-date.

CHICAGO COVID-19 IMPACT UPDATE

Chicago Mayor Lori Light foot announced tightening restrictions that include the following measures:

·    Limitation on business hours for “non-essential” businesses: Businesses defined as “non-essential” will need to close by 10pm and cannot reopen again until 6am starting tomorrow. Essential businesses are defined in Public Health Order 2020-3, but the definition is being changed slightly for the purposes of these new regulations. For example, businesses that sell office supplies, along with nurseries and garden centers will no longer be considered “essential”. We will have more information on that soon.

·    Bars and Taverns will be closed for indoor dining: These establishments will be able to operate outdoors, but will no longer be able to accept guests indoors.

·    Stricter enforcement of all guidelines: Businesses are on alert that BACP will be out in force to ensure there is adherence to the reopening guidelines. There will be additional pressure and messaging to residents to keep their “personal social bubble” to no more than 6 people.

·    Alcohol Sales: All alcohol sales for packaged goods licensees will continue to end at 9pm. Restaurants and bars were previously allowed to sell packaged goods and serve alcohol until 1am and close at 1:30am. This new regulation changes that. Restaurants must now close at 10pm for indoor dine-in service, and stop serving/selling alcohol at 9pm, but will be able to continue serving customers for food delivery, take-out and drive-thru beyond 10pm.

The per day averages citywide as of October 22nd is 645 confirmed cases, 11,346 tests completed, and 3 deaths (based on a 7 day rolling average).

To date, there has been 90,722 confirmed cases in the City of Chicago with 3,018 confirmed deaths and a 6.4% positivity rate.

MITIGATION THRESHOLD METRICS As you are aware from IRMA’s last notice, the Administration will now use the following metrics to determine whether or not a region is moving forward or backward. 1. Sustained increase in 7-day rolling average (7 out of 10-days) in the positivity rate and ONE of the following severity indicators: ·    Sustained 7-day increase in hospital admissions for a COVID-19 like illness; ·    Reduction in hospital capacity threatening surge capabilities (ICU capacity or medical/surgical beds < 20%) OR 2. TIERED MITIGATION MEASURES

Once a region meets the resurgence criteria, the following tiered menu of mitigation options will be considered. If sustained increases in health metrics continue unabated, further mitigations could be added from additional tiers.
