SUMMARY OF REPORT

1. Region 9 (Lake and McHenry County) mitigation will begin Saturday

2. Chicago STATE mitigation will begin FRIDAY

3. IRMA expects Region 3 to receive a mitigation announcement tomorrow.

STATE ANNOUNCES MITIGATION FOR REGION 9

Today the state has announced mitigation procedures for Region 9 which includes Lake and McHenry County. The mitigation procedures are outlined below and will begin Saturday, October 31st.

REGION 3 IS ONE DAY AWAY FROM RECEIVING A MITIGATION ANNOUNCEMENT

Region 3 has had two consecutive days of 8.0% positivity rates. IRMA expects Region 3 to reach the third consecutive day tomorrow which will trigger mitigation.

IF Region 3 triggers mitigation tomorrow, the mitigation procedures will start Sunday, November 1st.

Region 3 includes the following counties: Adams, Brown, Calhoun, Cass, Christian, Greene, Hancock, Jersey, Logan, Macoupin, Mason, Mason, Menard, Montgomery, Morgan, Pike, Sangamon, Schuyler, and Scott.

Region 1: Thursday, October 1st

·    Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside, Winnebago

Region 5: Thursday, October 22nd

·    Alexander, Edwards, Franklin, Gallatin, Hamilton, Hardin, Jackson, Jefferson, Johnson, Marion, Massac, Perry, Pope, Pulaski, Saline, Union, Wabash, Wayne, White, Williamson

Region 7: Friday, October 23rd

·    Kankakee and Will

Region 8: Friday, October 23rd

·    DuPage and Kane

Region 1: Sunday, October 25th (additional mitigations)

Region 4: Wednesday, October 28th

·    Bond, Clinton, Madison, Monroe, Randolph, St. Clair, Washington

Region 10: Wednesday, October 28th

·    Suburban Cook

Region 11: Friday, October 30th

·    Chicago

Region 9: Saturday, October 31st.

REGIONS 1, 4, 5, 7, 8, 9, 10, AND 11 MITIGATION

Regions 1, 4, 5, 7, 8, 9, 10 AND 11 are either under mitigation or are scheduled to be under mitigation.

Bars

·    No indoor service;

·    All outside bar service closes at 11:00 p.m.;

·    All bar patrons should be seated at tables outside;

·    No ordering, seating, or congregating at bar (bar stools should be removed);

·    Tables should be 6 feet apart;

·    No standing or congregating indoors or outdoors while waiting for a table or exiting;

·    No dancing or standing indoors;

·    Reservations required for each party; and

·    No seating of multiple parties at one table.

Restaurants

·    No indoor dining or bar service;

·    All outdoor dining closes at 11:00 p.m.;

·    Outside dining tables should be 6 feet apart;

·    No standing or congregating indoors or outdoors while waiting for a table or exiting;

·    Reservations required for each party; and

·    No seating of multiple parties at one table.

Meetings, Social Events, Gatherings

·    Limit to lesser of 25 guests or 25 percent of overall room capacity;

·    No party buses; and

·    Gaming and Casinos close at 11:00 p.m., are limited to 25 percent capacity, and follow mitigations for bars and restaurants, if applicable.

REGION 1 ADDITIONAL MITIGATION

The mitigation procedures put in place October 1st are still applicable with the following changes that will began Sunday, October 25th:

Bars and Restaurants

·    Reduce party size from 10 to six individuals

Meetings, Social Events and Gatherings

·    Maximum indoor/outdoor gathering size of 10 individuals

1. Applicable to professional, religious, cultural and social group gatherings

2. Not applicable to students participating in-person classroom learning

3. This does not reduce the overall facility capacity dictated by general business guidance, such as office, retail, etc.

4. Not applicable to sports, see sports guidance

Indoor recreation

·    Maintain lesser of 25 people/25 percent of capacity

·    No groups more than 10 individuals

·    Does not apply to fitness
STATE COVID-19 IMPACT UPDATE

In the last 24 hours there has been 6,110 new confirmed cases and 51 deaths.

IDPH is reporting a total of 389,095 cases, to date, including 9,619 deaths.

The state has conducted 7,459,042 tests to-date.

CHICAGO COVID-19 IMPACT UPDATE

The per day averages citywide as of October 26th is 818 confirmed cases, 12,606 tests completed, and 2 deaths (based on a 7 day rolling average).

To date, there has been 94,599 confirmed cases in the City of Chicago with 3,038 confirmed deaths and a 7.6% positivity rate.

MITIGATION THRESHOLD METRICS

As you are aware from IRMA’s last notice, the Administration will now use the following metrics to determine whether or not a region is moving forward or backward.

1. Sustained increase in 7-day rolling average (7 out of 10-days) in the positivity rate and ONE of the following severity indicators:·    Sustained 7-day increase in hospital admissions for a COVID-19 like illness;

·    Reduction in hospital capacity threatening surge capabilities (ICU capacity or medical/surgical beds < 20%)

2. Three consecutive days averaging ≥ 8% positivity rate

Once a region meets the resurgence criteria, the following tiered menu of mitigation options will be considered. If sustained increases in health metrics continue unabated, further mitigations could be added from additional tiers.
